First Time Passport Applicants
If you are a U.S. citizen, but have never been issued a U.S. passport, you must apply in person, by appointment, during the American citizen services opening hours at the American Consulate General in Amsterdam. The following is required:

- Set up an appointment.
Clicking on the link below will take you to another website where you can choose a date and time slot of your choice. When you have set up your appointment proceed with the following steps. Make your appointment;
- Download, print, complete and bring the DS-11 application form. Do NOT sign it. You will sign in the presence of the consular officer;
- Bring proof of U.S. citizenship — please see our section on Acquisition of U.S. Citizenship for further information on what documents are acceptable to prove you are an American citizen;
- Bring poof of identity (this can be any valid, government issued ID, e.g. foreign passport or driver's license, ID card, military ID or U.S. driver's license);
- Bring two photos of the 2" x 2 " format, with white background. See our photo specifications pages for details on how to get these special format photos;
- Be ready to pay the appropriate fee (NO PIN card: cash dollars or euro equivalent, or credit card only).

Note: If you are applying for the first passport for a child under the age of 18, who was born overseas, you must first report the child's birth. Please see our section on Reporting a Birth Abroad.
Processing time Passports are printed in the United States with a secure photo-digitized image of the bearer. You should allow for up to 10 working days for your application to be processed.
