If you are a U.S. citizen, but have never been issued a U.S. passport, you must apply in person, by appointment, during the American citizen services opening hours at the American Consulate General in Amsterdam. The following is required:

1. Download, print, complete and bring the DS-11 application form. Do NOT sign it.  You will sign in the presence of the consular officer
2. Bring proof of U.S. citizenship — please see our section on Acquisition of U.S. Citizenship for further information on what documents are acceptable to prove you are an American citizen;
3. Bring poof of identity (this can be any valid, government issued ID, e.g. foreign passport or driver's license, ID card, military ID or U.S. driver's license);
4. Bring one U.S. format, 2" x 2" (5 x 5 Cm.) photo, with white background. See our photo specifications pages for details on how to get these special format photos;
5. See our Consular Fees page page for the appropriate passport services fee. Fees can be paid in cash, euro or dollars, or by credit card. PIN payments cannot be processed. When paying in cash, please try to bring exact change.
6. Set up an appointment.

Note: If you are applying for the first passport for a child under the age of 18, who was born overseas, you must first report the child's birth.  Please see our section on Reporting a Birth Abroad.

Processing time

Passports are printed in the United States with a secure photo-digitized image of the bearer.  You should allow for up to 10 working days for your application to be processed.
